DEFINITION
The Data Systems Specialist is responsible for managing data collection, analysis, and reporting for disease surveillance programs. This role supports the integration of Geographic Information Systems (GIS), data management, and IT systems to facilitate efficient operations. The position also provides basic IT support for hardware and software maintenance and ensures the smooth operation of administrative, field and laboratory data systems.
SCOPE OF POSITION
This position manages database and data collection systems, ensures data accuracy, provides technical support for hardware and software, and assists in the preparation of reports and analysis. The Data Systems Specialist also supports the development of technology strategies to improve the District’s operational efficiency.
SPECIFC DUTIES AND RESPONSIBILTIES
Include, but not limited to:
· Data Management: Plan, design, and administer data collection systems for disease surveillance programs.
· Database Administration: Maintain and manage databases to ensure data integrity, accuracy, and accessibility.
· GIS Integration: Manage spatial data and create maps, dashboards, and reports to support control and surveillance programs.
· Data Analysis and Reporting: Analyze data trends and produce daily, monthly, and special reports, including visual aids such as graphs and maps.
IT and Hardware Support:
· Set up and install new computer systems, software, and mobile devices.
· Troubleshoot and resolve hardware and software issues for field and office staff.
· Maintain an inventory of field devices and ensure all technology is operational.
Surveillance Support:
· Assist disease surveillance staff with data collection, transfer, and analysis.
Training and Documentation:
· Train staff in proper use of data systems, GIS, and field equipment.
Regulatory Compliance:
· Prepare reports to meet regulatory and agency reporting requirements.
Public Communication:
· Support the development of educational materials and respond to public inquiries as needed.
Other Duties:
· Performs additional duties as required to support District operations, such as assisting with phone coverage and general office support.
WORK HOURS
· 40 (forty) hour workweek, generally Monday through Friday, 7:00am-3:30pm
· Hours may vary according to daily work schedule
· Additional work hours may be required, occasionally as necessary
CERTIFICATIONS AND LICENSES
· Must pass Vector Control Technician certification within two years of hire (administered by CDPH)
· Must complete 40 hours of continuing education every two years to maintain certification.
QUALIFICATIONS
Knowledge of:
PC-based software, including Microsoft Office Suite and ESRI ArcGIS or related GIS software.
Data analytics Software knowledge: Tableau, Power BI, R, etc.
Data analysis techniques, statistical methods, and visualization tools.
Database administration and management.
Basic IT principles, including hardware troubleshooting and network connectivity.
Modern office procedures and principles of scientific investigation.
Ability to:
Collect, analyze, and present data accurately and efficiently.
Maintain and troubleshoot IT systems and mobile devices.
Produce concise and clear reports, maps, and presentations.
Train staff on data collection and analysis techniques.
Work independently and manage multiple projects simultaneously.
EDUCATION AND EXPERIENCE
A Bachelor’s degree in data science, information technology, biology, geography, or a related field is preferred.
One year of experience in data analysis, GIS, or IT support is required.
WORKING CONDITIONS
Work in both office and outdoor settings, with exposure to various environmental conditions, including inclement weather and potential hazards.
Lift and move objects weighing up to 25 pounds regularly and up to 100 pounds occasionally.
Travel to field locations to provide support and conduct data collection or maintenance.
PHYSICAL REQUIREMENTS
Visual acuity sufficient for data entry, analysis, and map production.
Ability to hear and speak clearly for communication with staff and the public.
Dexterity for handling small objects and operating computers and lab equipment.
